The lowest relative humidity and strongest winds will focus over the northeast highlands and northeast plains. The National Weather Service in Albuquerque has issued a Red Flag Warning...which is in effect from 11 AM this morning to 8 PM MDT this evening. * AREA AND TIMING...Upper Rio Grande Valley (Zone 121) from 11 AM until 8 PM. * 20 FOOT WINDS...West and northwest 20 to 25 mph with gusts up to 40 mph. * RELATIVE HUMIDITY...Minimum values between 9 and 10 percent. * IMPACTS...Any fires that develop will likely spread rapidly.
